Before finalizing the change of ownership, it's advisable to request a vehicle history report. Legally, the person responsible for paying the Vehicle Tax (Impuesto de Vehículos de Tracción Mecánica) is the registered owner of the vehicle on January 1st of the current year. To process the transfer, the seller must have paid the tax for the previous year. It is not possible to transfer a vehicle with outstanding municipal debts registered with the DGT (Spanish Directorate General of Traffic).
The DGT (Spanish Directorate General of Traffic) allows you to transfer the vehicle's ownership through administrative channels, but will not issue the new, definitive Vehicle Registration Certificate until the vehicle passes the ITV (Spanish MOT). The vehicle will be registered in your name, but it will not be legally roadworthy until it passes the ITV.
